The short answer

Compostable, biodegradable, and recyclable are not interchangeable claims. Compostable means a material is certified to break down into safe, usable compost, but only under specific conditions, often a high-heat industrial facility, sometimes a home compost bin if separately certified for that. Biodegradable is much looser: it means something breaks down eventually, with no required timeframe and, in most cases, no certification behind it. Recyclable means a material can technically be reprocessed, but only if a real local program actually collects and processes that specific material.

What it actually takes to call something "compostable"

Under the FTC's Green Guides (the federal rules on environmental marketing claims, last updated in 2012), a company must have real, reliable scientific evidence, backed by an actual certification, before it can label a product "compostable."

The two certifications you'll see most often:

BPI (Biodegradable Products Institute): certifies plastics to ASTM D6400 and coated paper to ASTM D6868.
TÜV Austria OK Compost: two separate certifications, HOME and INDUSTRIAL. Material certified only INDUSTRIAL will not fully break down in a backyard bin; it needs the sustained high heat of a commercial facility.

A similar body, the Australasian Bioplastics Association (ABA), certifies compostable claims the same way for Australia and New Zealand.

Key point: a supplier should only use the word "compostable" on packaging specifically certified BPI, TÜV Austria OK Compost, or ABA for that exact product, not because the material happens to be plant-based.

Is "biodegradable" basically a meaningless word?

Largely, yes. Under the FTC Green Guides, an unqualified "biodegradable" claim is supposed to mean a product breaks down completely within about a year of normal disposal, but no independent body checks that claim the way BPI checks compostable claims. Companies are expected to follow that guideline, but nothing enforces it in practice.

In 2015, the FTC found that ECM BioFilms had made false and unsubstantiated claims that its plastic additive made products biodegrade in a landfill within nine months to five years. Why doesn't "recyclable" packaging actually get recycled?

Greenpeace's 2022 report, "Circular Claims Fall Flat Again", found that only about 5-6% of plastic waste generated in the US in 2021 was actually recycled, across all plastics. Why is 2026 specifically a turning point for these claims?
